Loup Power District, a wholesale power customer of Nebraska Public Power District, provides electric service to the Village of Leigh. Leigh's principal source of power supply is from a 34,000 volt substation located northeast of Leigh. Cornhusker Public Power District serves the rural areas surrounding Leigh.
The municipal water system in Leigh is supplied by two wells with an average depth of 259 feet. The system has a combined pumping capacity of 400 gallons per minute and an overhead storage capacity of 55,000 gallons. Groundwater is available for industrial uses. The quality of water in Leigh does not necessitate a water treatment plant.
Leigh has a municipal sanitary sewage system and a storm sewer system. The lagoon-type system with a lift station has a daily capacity of 200,000 gallons. The average daily flow is 45,000 gallons.
Frontier serves customers in the Leigh area with digital technology fed by fiber optics. Installation and maintenance personnel are located in Leigh. Equal access is available. Customer premise equipment can be provided.

The Village of Leigh does not charge a city sales tax. All real property is required to be appraised at its actual value. Agricultural land is valued at 80 percent of its actual value. Personal property that is used in a trade or business and is depreciable is subject to tax at its "net book value." All other personal property is exempt from taxation.
